Approaches to integrate land-use and transport planning. Analysing the political dimension of integrative planning

Assuming that mobility behaviour of citizens can be partially influenced by certain spatial structures, the integration land-use and transport planning seems to a key aspect transition towards sustainable mobility. Such an integrated approach is characterised, for example, increased cross-sectoral interaction, softened institutionalised boundaries between two sectors as well cross-sectorally shared goals. However, this often-articulated claim remains unclear in its implementation. Hence, article presents conceptual framework within three dimensions policy, polity politics grasp what comprises different aspects. The German cities Dortmund Hanover serve case studies. It appears informal interaction (politics) acts necessary precondition whereas true political will targets (policy) are needed really initiate process integration. Ultimately, fully if institutional design (polity) adapted terms hierarchical coordination largely removed sectoral boundaries.
